The German chancellor Schröder fulfils his most important election promise in an amazing way: There isn´t a lack of four million jobs, but simply of willing to work. He plans to give the unemployed "layabouts"  a helping hand by cutting their unemployment benefit  and income support - so the most pressing socio-political problem is resolved all at once.

The handle moves two snail cams, these cams control two levers. One of them raises and lowers the forearm of bureaucracy and the other lowers the unemployed into the ground and lets him come up again.
